You need a Core 2 Quad Q6600 2.4GHz or Phenom 9850 Quad-Core processor coupled with a GeForce 8800 GT to run Grand Theft Auto IV system requirements at recommended. You can expect to get around 60FPS at 1080p screen res on high graphics settings with this hardware. You should also have 2.5 GB system memory. System memory for min is 1 GB. Make sure your GPU can run DirectX 9.00 or Grand Theft Auto IV won’t run. This means you will require a 15 year old PC to play smoothly.

i can run it on medium settings @40-50 fps smoothely. you can try it maybe at very low you will get around 10-15 fps

Try running it on lower settings, have you got the latest hardware drivers for your PC? If not, then you should update them. This game doesn't have good optimization so try playing it on lower settings.

You should add more dRAM to achive playable fps in this game, but I think your GPU might be a little too weak and cause stutters/lag in this game.

Yeh, i agree. 1GB is a little too low for GTA IV but you could play it but expect lag spikes and slow texture rendering. Your CPU might be able to handle the game aswell but don't expect smooth gameplay.

Yes, low settings will give you best/most stable fps, but hard to tell the exact fps count as the optimization in GTA IV are poorly made, and might cause unstabily in some hardware...

Yeah, low settings will work for you the best, but you could try medium settings too although i'm not sure it will be 100% stable FPS and you might get alot of slow texture rendering because of your GPU

Sorry, but I really doubt stable 50fps on medium/high. Maybe at low settings, but medium-to-high will cause lag spikes with his current rig; as this game isn't very well/too well optimized.
