i have gtx 1060 3 gb and a AMD fx 8350, and 8 gb of ram.. i can not have 60 fps not even on low presets. can someone help me? what could be the problem? pls help

Maybe the problem it's in your background services/programs that run in background, or the graphics driver. I tested this game with Ryzen 3 1300X+GTX 1050Ti+8 GB RAM, and it runs mighty fine at 1080p 60FPS high.

My rig can run the crew at maxed out settings, your rig should not have any problems to run the crew on high at 1080p
