I tried running it at the lowest possible settings with Geforce 710m, average I got was 23 fps at 720p...barely playable

Got a 960m, can run it on ultra 60 fps, sometimes dips to low 50's. You should be able to run it on ultra with constant 60 fps. I do have an i7 though, but shouldn't make a huge difference. (I mean, it's not ArmA.)
