In terms of overall gaming performance, the graphical capabilities of the AMD Radeon HD 7290 are massively better than the Intel GMA 3650.

The Radeon HD 7290 was released less than a year after the GMA 3650, and so they are likely to have similar driver support for optimizing performance when running the latest games.

Both GPUs exhibit very poor performance, so rather than upgrading from one to the other you should consider looking at more powerful GPUs. Neither of these will be able to run the latest games in any playable way.

The Radeon HD 7290 and the GMA 3650 have the same amount of video memory, but are likely to provide slightly different experiences when displaying game textures at high resolutions.

The memory bandwidth of the Radeon HD 7290 and the GMA 3650 are the same, which means the Radeon HD 7290 and the GMA 3650 have equal limitations when it comes to graphical data transfer.

The Radeon HD 7290 has 80 Shader Processing Units and the GMA 3650 has 4. However, the actual shader performance of the Radeon HD 7290 is 16 and the actual shader performance of the GMA 3650 is 3. The Radeon HD 7290 having 13 better shader performance and an altogether better performance when taking into account other relevant data means that the Radeon HD 7290 delivers a marginally smoother and more efficient experience when processing graphical data than the GMA 3650.

The Radeon HD 7290 requires 9 Watts to run but there is no entry for the GMA 3650.

GPU Mini Review

Mini ReviewOverview
Radeon HD 7290 is an Integrated Graphics Card, on the APU C-70, based on the second revision of the Terascale Architecture.

Architecture
The Second variant of the Terascale 2 Architecture is still manufactured with a 40nm technology and despite allowing more Stream Cores, their design remains more or less the same compared to the first variant.

GPU
It equips a GPU codenamed Loveland which has 1 Compute Units activated and thus offers 80 Shader Processing Units, 8 TMUs and 4 ROPs. The Central Unit Initially Runs at 280MHz and goes up to 400MHz, in Turbo Mode.

Memory
The GPU Shares the System's RAM which varies from laptop to laptop. Typically, the GPU reserves 1GB. Depending on whether or not the system's RAM is Dual-Channeled, it can access either a 64-bit or 128-bit memory interface. The operating memory clock also depends on the at which speed the System's RAM is running and is limited by the highest operating speed that the Processor supports. In this case, it is 533MHz.
It is then obvious the Memory Bandwidth depends on a lot of factors and thus Radeon HD 7310's performance may vary from system to system.

Features
DirectX 11.0 Support (11.0 Hardware Default) and support for HD3D, Eyefinity, App Acceleration, PowerPlay and other technologies.

Performance
Radeon HD 7290 is a direct re-brand of Radeon HD 6290.
Gaming benchmarks put its performance on level with the older Radeon HD 6290.

System Suggestions
We recommend 4GB of RAM for a system with Radeon HD 7290.
Intel GMA 3650 is a mobile GFX integrated on Atom's high-end CedarView based CPUs.
It's based on the 32nm PowerVR architecture and offers 4 Pixel Shaders, 2 TMUs and 2 ROPs. The central unit runs at 640MHz. The memory clock will operate at up to 533MHz (max memory speed supported by the CPU).
It should only be compatible with DirectX 10 & 11 via software as it's not based in a Shader unified architecture.
It performs just a tad bit better than GMA 3600 and none of today's modern demanding games are playable and even modest games will be trouble for this GPU. Its performance is surprisingly below AMD's and NVIDIA's 2008 entry-level/motherboard GPUs.
