In terms of overall gaming performance, the graphical capabilities of the AMD Mobility Radeon X1700 are significantly better than the AMD Radeon HD 7290.
The Radeon HD 7290 was released over three years more recently than the Mobility Radeon X1700, and so the Radeon HD 7290 is likely to have far better driver support, meaning it will be much more optimized and ultimately superior to the Mobility Radeon X1700 when running the latest games.
Both GPUs exhibit very poor performance, so rather than upgrading from one to the other you should consider looking at more powerful GPUs. Neither of these will be able to run the latest games in any playable way.
The Mobility Radeon X1700 has 256 MB video memory, but the Radeon HD 7290 does not have an entry, so the two GPUs cannot be reliably compared in this area.
The Radeon HD 7290 has 80 Shader Processing Units and the Mobility Radeon X1700 has 5. However, the actual shader performance of the Radeon HD 7290 is 16 and the actual shader performance of the Mobility Radeon X1700 is 2. The Radeon HD 7290 having 14 better shader performance is not particularly notable, as altogether the Mobility Radeon X1700 performs better when taking into account other relevant data.
The Radeon HD 7290 requires 9 Watts to run but there is no entry for the Mobility Radeon X1700.

Mini Review | Overview Radeon HD 7290 is an Integrated Graphics Card, on the APU C-70, based on the second revision of the Terascale Architecture. Architecture The Second variant of the Terascale 2 Architecture is still manufactured with a 40nm technology and despite allowing more Stream Cores, their design remains more or less the same compared to the first variant. GPU It equips a GPU codenamed Loveland which has 1 Compute Units activated and thus offers 80 Shader Processing Units, 8 TMUs and 4 ROPs. The Central Unit Initially Runs at 280MHz and goes up to 400MHz, in Turbo Mode. Memory The GPU Shares the System's RAM which varies from laptop to laptop. Typically, the GPU reserves 1GB. Depending on whether or not the system's RAM is Dual-Channeled, it can access either a 64-bit or 128-bit memory interface. The operating memory clock also depends on the at which speed the System's RAM is running and is limited by the highest operating speed that the Processor supports. In this case, it is 533MHz. It is then obvious the Memory Bandwidth depends on a lot of factors and thus Radeon HD 7310's performance may vary from system to system. Features DirectX 11.0 Support (11.0 Hardware Default) and support for HD3D, Eyefinity, App Acceleration, PowerPlay and other technologies. Performance Radeon HD 7290 is a direct re-brand of Radeon HD 6290. Gaming benchmarks put its performance on level with the older Radeon HD 6290. System Suggestions We recommend 4GB of RAM for a system with Radeon HD 7290. | ATI’s Mobility Radeon X1700 transforms your notebook PC into a high performance Windows Vista-Ready workstation/gaming platform and high quality mobile entertainment system. Featuring an ultra-threaded High Dynamic Range rendering 3D graphics engine, Mobility Radeon X1700 includes Avivo enhanced video and display technology, HD-DVD/H.264 playback support, and PowerPlay high performance-per-watt power management for longer battery life. |
