In terms of overall gaming performance, the graphical capabilities of the AMD Mobility Radeon HD 4550 are significantly better than the AMD Radeon HD 7290.

The Radeon HD 7290 was released over a year more recently than the Radeon HD, and so the Radeon HD 7290 is likely to have better driver support, meaning it will be more optimized for running the latest games when compared to the Radeon HD.

Both GPUs exhibit very poor performance, so rather than upgrading from one to the other you should consider looking at more powerful GPUs. Neither of these will be able to run the latest games in any playable way.

Radeon HD 7290 is an Integrated Graphics Card, on the APU C-70, based on the second revision of the Terascale Architecture.

Architecture
The Second variant of the Terascale 2 Architecture is still manufactured with a 40nm technology and despite allowing more Stream Cores, their design remains more or less the same compared to the first variant.

GPU
It equips a GPU codenamed Loveland which has 1 Compute Units activated and thus offers 80 Shader Processing Units, 8 TMUs and 4 ROPs. The Central Unit Initially Runs at 280MHz and goes up to 400MHz, in Turbo Mode.

Memory
The GPU Shares the System's RAM which varies from laptop to laptop. Typically, the GPU reserves 1GB. Depending on whether or not the system's RAM is Dual-Channeled, it can access either a 64-bit or 128-bit memory interface. The operating memory clock also depends on the at which speed the System's RAM is running and is limited by the highest operating speed that the Processor supports. In this case, it is 533MHz.
It is then obvious the Memory Bandwidth depends on a lot of factors and thus Radeon HD 7310's performance may vary from system to system.

Radeon HD 7290 is a direct re-brand of Radeon HD 6290.

Mobility Radeon HD 4550 is an entry-class level GPU part of the Mobility Radeon HD 4000 Series released by AMD in 2009/2010.
There are many versions available from GDDR3 (and DDR3) type to DDR2 and from a 64 bit bus to a 32 bit bus. This is the GDDR3 version with a 64 bits memory bus.
It only supports DirectX up to 10.1 so DirectX 11 games aren't supported. The performance should be enough to play demanding games like, Crysis 2, on the lowest settings but with unattractive resolutions while very demanding games, like Metro 2033, are probably unplayable to the lowest settings. Less demanding games should be playable on medium settings, depending on the resolution + DirectX version used.
