In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce GTX 960 Palit 2GB Edition are marginally better than the Nvidia GeForce GTX 760 MSI TwinFrozr Gaming OC 4GB Edition.

The GTX 960 has a 42 MHz higher core clock speed than the GTX 760, but the GTX 760 has 32 more Texture Mapping Units than the GTX 960. As a result, the GTX 760 exhibits a 32.1 GTexel/s better Texture Fill Rate than the GTX 960. This still holds weight but shader performance is generally more relevant, particularly since both of these GPUs support at least DirectX 10.

The GTX 960 has a 42 MHz higher core clock speed than the GTX 760 and the same number of Render Output Units. This results in the GTX 960 providing 1.4 GPixel/s better pixeling performance. However, both GPUs support DirectX 9 or above, and pixeling performance is only really relevant when comparing older cards.

The GTX 960 was released over a year more recently than the GTX 760, and so the GTX 960 is likely to have better driver support, meaning it will be more optimized for running the latest games when compared to the GTX 760.

Both GPUs exhibit very powerful performance, so it probably isn't worth upgrading from one to the other, as both are capable of running even the most demanding games at the highest settings.

The GTX 760 has 2048 MB more video memory than the GTX 960, so is likely to be much better at displaying game textures at higher resolutions. This is supported by the fact that the GTX 760 also has superior memory performance overall.

The GTX 760 has 80.1 GB/sec greater memory bandwidth than the GTX 960, which means that the memory performance of the GTX 760 is much better than the GTX 960.

The GeForce GTX 960 Palit 2GB Edition has 1024 Shader Processing Units and the GeForce GTX 760 MSI TwinFrozr Gaming OC 4GB Edition has 1152. However, the actual shader performance of the GTX 960 is 1628 and the actual shader performance of the GTX 760 is 1325. The GTX 960 having 303 better shader performance is not particularly notable, as altogether the GTX 760 performs better when taking into account other relevant data.

The GeForce GTX 960 Palit 2GB Edition requires 120 Watts to run and the GeForce GTX 760 MSI TwinFrozr Gaming OC 4GB Edition requires 170 Watts. We would recommend a PSU with at least 400 Watts for the GTX 960 and a PSU with at least 500 Watts for the GTX 760. The GTX 760 requires 50 Watts more than the GTX 960 to run. The difference is significant enough that the GTX 760 may have a slight adverse affect on your yearly electricity bills in comparison to the GTX 960.

Performance
Without Any Overclock Out of The Box, GeForce GTX 960 Palit 2GB Edition is as fast as the reference GeForce GTX 960 2GB.
GeForce GTX 760 MSI TwinFrozr Gaming OC 4GB Edition a special edition of GeForce GTX 760.
This edition comes with a custom dual-fan cooling solution which by itself should allow a slight performance boost, as GeForce GTX 760 benefits from the GPU Boost 2.0 technology.
Also, it has been overclocked out of the box from 980MHz to 1085MHz while its boost clock is now of 1150MHz. The memory clock was left untouched. Furthermore, the frame buffer was doubled to 4GB though this will not boost its performance and can be addressed as a gimmick - marketing to lure consumers into paying more for the same product.
Benchmarks indicate a 7% performance boost when compared to the reference card and so this edition performs on level with GeForce GTX 670.
