In terms of overall gaming performance, the graphical capabilities of the Nvidia GeForce GTX 1070 Ti are marginally better than the Nvidia GeForce RTX 2080 Max-Q 90W.

The GTX 1070 Ti has a 617 MHz higher core clock speed but 32 fewer Texture Mapping Units than the RTX 2080. The lower TMU count doesn't matter, though, as altogether the GTX 1070 Ti manages to provide 62.1 GTexel/s better texturing performance. This still holds weight but shader performance is generally more relevant, particularly since both of these GPUs support at least DirectX 10.

The GTX 1070 Ti has a 617 MHz higher core clock speed than the RTX 2080 and the same number of Render Output Units. This results in the GTX 1070 Ti providing 39.4 GPixel/s better pixeling performance. However, both GPUs support DirectX 9 or above, and pixeling performance is only really relevant when comparing older cards.

The RTX 2080 was released less than a year after the GTX 1070 Ti, and so they are likely to have similar driver support for optimizing performance when running the latest games.

Both GPUs exhibit very powerful performance, so it probably isn't worth upgrading from one to the other, as both are capable of running even the most demanding games at the highest settings.

The GeForce RTX 2080 Max-Q 90W and the GeForce GTX 1070 Ti have the same amount of video memory, but are likely to provide slightly different experiences when displaying game textures at high resolutions.

The RTX 2080 has 127.7 GB/sec greater memory bandwidth than the GTX 1070 Ti, which means that the memory performance of the RTX 2080 is massively better than the GTX 1070 Ti.

The GeForce RTX 2080 Max-Q 90W has 2944 Shader Processing Units and the GeForce GTX 1070 Ti has 2304. However, the actual shader performance of the RTX 2080 is 3621 and the actual shader performance of the GTX 1070 Ti is 5235. The GTX 1070 Ti having 1614 better shader performance is not particularly notable, as altogether the RTX 2080 performs better when taking into account other relevant data.

The RTX 2080 transistor size technology is 4 nm (nanometers) smaller than the GTX 1070 Ti. This means that the RTX 2080 is expected to run very slightly cooler and achieve higher clock frequencies than the GTX 1070 Ti.

The GeForce RTX 2080 Max-Q 90W requires 90 Watts to run and the GeForce GTX 1070 Ti requires 180 Watts. We would recommend a PSU with at least 500 Watts for the GTX 1070 Ti, but we do not have a recommended PSU wattage for the RTX 2080. The GTX 1070 Ti requires 90 Watts more than the RTX 2080 to run. The difference is significant enough that the GTX 1070 Ti may have an adverse affect on your yearly electricity bills in comparison to the RTX 2080.
