GeForce GTX 650 Gigabyte OC 2GB Edition is a special edition of the fast-middle-class GeForce GTX 650.
This special edition comes overclocked out of the box to 1110MHz and features a custom-designed 10 cm cooler. It also features a 2GB frame buffer but it's known extra memory does not benefit this GPU in any way and so that feature is useless.
Benchmarks indicate a 4% performance boost when compared to the reference card and so this GPU is suitable for medium to high settings on most demanding games but not with extreme resolutions.

My graphics card has 2 dvi - d ports but my monitor only has 1 dvi - i port. will something happen if i ran my monitor with a dvi d cable plugged into one of my dvi d ports on my graphics card?

yes but I recommend to gor for HD 7770. It's not much more expensive but noticably faster :)

Yeah it will be able to run it, that PSU is high quality one.
What ampere system does this card need?
It needs 5.5A just for itself let's say your CPU needs 7 and give 8 to the rest of components. That would be around 22A on 12V rail.
So if my psu has a dual12v rail with 13 and 14 ampss thats 27 amps for the system?
No, ideally it would be 27. As it's efficiency is around 80% that would come to 20A.It is enough don't worry.

Its not bad, but i suggest you turn your heads towards an HD7770 or an HD7790
