Radeon R9 280X Sapphire Dual-X 3GB OC Edition is a special edition of the high-end Radeon R9 280X.
This edition comes with a custom cooling system called "Dual-X", which reduces the card's temperature under load, significantly and comes overclocked out of the box in the central unit that was increased from 850MHz to 870MHz, while the Boost clock is now of 1020MHz.
Benchmarks indicate a very slightly 1% performance boost over the standard edition and so a GeForce GTX 770 is still more powerful.

Wow your price is like 20% higher than that of where I live. I bought a 270 prior to this 280X for around 59 euros, feels like 270 is a better option than 270X by the fact that it is only more or less 10% worst than 270X

it will run with your Cpu and Psu too.
900p is too easy for that Gpu.
But it will bottleneck with Fallout 4 & Black Ops 3 because of the Cpu.
That Cpu can't handle this type of Games.
Maybe a little bit of OC will help.
