your cpu might bottleneck gtx 950 but mostlikelly if you oc cpu you should get most from gtx 950 at that res i would also consider gtx 750 ti used you can get those for dirt cheap if you planing runing cpu on stock speeds i think would be better option

some cards can be pushed beyond 1300mhz but almost all reviews on youtube sattled around 1266on core clock but like said depends also how lucky you are with silicon lotery

also stop at 0:19 to see that it is the GTX 950 OC edition. there's almost no difference b/w the OC and the regular ASUS versions with the box or with the card, so it's easy to get confused
