Batman: Arkham City is an action packed sequel to Batman: Arkham Asylum released in 2009. The PC version is delayed to 15 November 2011 in North America and 18 November 2011 in the European countries. As you can see the Batman Arkham City minimum system requirments are not too high but the recommended graphics card is a GTX460. Minimum requirements suggests a 3 year old computer should be able to pick up the strain but if you want to turn all graphical features on you had better be sporting a current card.
