Given the gameplay we've seen, it's quite surprising how high the recommended requirements are; but the minimums are suitably low which makes reasonable sense for a third person strategy. This is likely very similar to the popular XCom: Enemy Unknown.
The Bureau has a slightly different take on the XCOM style of strategy; time will continue to flow although you can always pause to give orders to your squad mates. Make sure you stay in cover though; the aliens can and will kill you, and once a man goes down, he's not getting back up.
