Europa Universallis 4 looks to be pretty similar for PC specs to its predecessor and therefore fairly easy going on all accounts. You are likely to be able to get Europa Universalis running on a 6 year old machine.
Despite the low system requirement entry, Europa Universalis 4 will be huge. Its going to be chock full of historical data, charts, military and political events from the time, all the while building on the previous versions of the series.
There is little doubt that it will take a long time to complete, the only question is, do you have the ability to learn your way around such a giant historical simulator? If so its release date is tomorrow, 13th August 2013

These requirements are off. If it's going to work on 8800, it's going to work on 8600 as well and probably on 8400 too. I would bet It would even work on 8200 (albeit slowly).

Why should it be a joke? This is a game almost without 3D graphics, mainly documents, text, data etc. So it doesn't need much graphicly power, just as much to carry the resolution and basic stuff.
